ORDER TO GIVE NOTICE FOR BIDS FOR COUNTY DEPOSITORY 2026
There next came on for consideration the matter of giving notice for 
bids for the County Depository for the various taxing districts of 
Franklin County, Mississippi, for the year 2026, as required by Section 
27-105-305 of the Mississippi Code of 1972, as amended, and the Board 
having considered the matter deems it necessary to request bids for said 
County Depository.
NOW, THEREFORE, BE AND IT IS HEREBY ORDERED that Jill J. Gilbert, Clerk 
of this Board, be and she is hereby authorized and directed to issue 
notice to prospective bidders for County Depository, said notice to be 
in the following form:
NOTICE TO BIDDERS
Notice is hereby given, as required by Section 27-105-305 of the 
Mississippi Code of 1972, as amended, that the Board of Supervisors of 
Franklin County, Mississippi, will receive sealed bids from any 
financial institution in Mississippi, whose accounts are insured by the 
Federal Deposit Insurance Corporation or the Federal Savings and Loan 
Insurance Corporation (or any successor thereto), at the Courthouse in 
the Town of Meadville, Mississippi, until the hour of 10:00 o'clock a. 
m. on Monday, December 15, 2025, for the privilege of serving as County 
Depository for Franklin County and the various tax districts of Franklin 
County for the year 2026.
The Board reserves the right to reject any or all bids submitted.

ORDER TO GIVE NOTICE FOR BIDS FOR BRIDGE
MATERIALS, LUMBER AND RELATED SUPPLIES for 2026
The Board of Supervisors of Franklin County, Mississippi, next took up 
for consideration the matter of giving notice for receiving sealed bids 
for furnishing Franklin County, Mississippi with bridge materials for 
the period beginning January 1, 2026, and ending December 31, 2026, and 
after careful consideration thereof the Board is of the opinion that 
said notice should be so authorized.
IT IS, THEREFORE, ORDERED that Jill J. Gilbert, Chancery Clerk, be and 
he is hereby authorized and directed to give notice by publication in 
The Franklin Advocate that it is the intention of the Board of 
Supervisors of Franklin County, Mississippi to receive sealed bids until 
the hour of 10:00 a. m. on Monday, December 15, 2025, for supplying 
Franklin County, Mississippi with bridge materials for the period 
beginning January 1, 2026, and ending December 31, 2026, said notice 
shall be substantially in the following form:
NOTICE TO BIDDERS
Notice is hereby given that it is the intention of the Board of 
Supervisors of Franklin County, Mississippi, to receive sealed bids at 
the Courthouse in Meadville, Mississippi at the hour of 10:00 a. m. on 
Monday, December 15, 2025, for the furnishing of Franklin County, 
Mississippi with bridge materials for the period beginning January 1, 
2026, and ending December 31, 2026, as follows:
A. BRIDGE MATERIAL - TREATED LUMBER, POLES AND PILING
All treated material is to meet or exceed all AWPA (American Wood 
Preservers Association) Standards. Bridge Timbers shall be treated 
C2/C14, Piles C3 and Poles C23. The Board reserves the right to inspect, 
or have the material inspected by a third party, before and after 
treatment. Upon pickup or delivery, the supplier may be required to 
supply reports on the following and certify as to:
1. Actual post-treatment borings conducted by AWPA Standards.
2. Copy of treatment report; includes date of treatment, temperature of 
treatment, whether kiln dried before treatment, duration of treatment, 
charge number, etc.
3. Penetration Results
4. Assay Reports
Prices on all above material to include both treated (Creosote and\or 
Wolmanized) and untreated.  All treated material to meet or exceed all 
requirements of the Mississippi State Highway Department Specifications 
for Secondary Road Systems. Bidders for sale of creosote materials must 
quote pounds of creosote treatment and delivery time from date order is 
placed. Delivery time will be considered in acceptance of bids. 
Freight should be quoted per loaded road mile.
Bids should include FOB Plant and FOB County. Freight should be per 
loaded road mile for FOB County quotes. Bidders for sale of creosote 
material must quote the delivery time from the date the order is placed. 
 Delivery time will be considered in acceptance of bids. 
B. CONCRETE BRIDGE SLABS & ACCESSORIES
All bids requested hereinabove should be made for the period of January 
1, 2026, through December 31, 2026. Contracts will be awarded to the 
lowest and/or best competitive bidder and the Board reserves the right 
to reject any and/or all bids.
C. CRUSHED STONE AND RIP-RAP - ALL TYPES PER TON OR CU. YD.
D. CULVERTS AND CULVERT MATERIALS
Metal culvert pipe and bands, all sizes, all gauges, all coatings.
Polyethylene culvert pipe and connectors, all sizes.
All culverts and culvert materials are to be bid F.O.B. Franklin 
County, Mississippi and delivered to the designated district storage 
yard of each supervisor as requested for each order placed.
E. EQUIPMENT AND/OR OPERATOR HIRE
Bids will be received by the hour, day or week. Bids for equipment hire 
may be made with or without an operator. 
F. PILE DRIVER
Bids will be received for driving piling for bridge construction. The 
bid should include driving costs per foot as well as a location fee per 
site, if applicable.

1, 2026, through December 31, 2026. Contracts will be awarded to the

acts of God, strikes, lockouts, riots, acts or war, epidemics, 
governmental regulations superimposed after the fact, fire, earthquakes, 
floods, or other natural disasters, (the "Force Majeure Events"), 
which closure prevents the opening of bids at the advertised date and 
time, all bids received shall be publicly opened and read aloud on the 
next business day that the agency shall be open and at the previously

Please take notice that beginning at 9:00 a.m. on Wednesday, December 
17, 2025, in the hearing room, Suite E, 500 Greymont Avenue, Jackson, 
Mississippi, the State Oil and Gas Board will hear the Petition of 
Emerge Operating, LLC requesting authority to adopt the orphaned Zumbro 
25-6 No. 1A Well and be designated operator thereof. 
A copy of said Petition is on file in the office of the State Oil and 
Gas Board, Suite E, 500 Greymont Avenue, Jackson, Mississippi, and may 
be there examined by any persons interested. At said hearing, all 
interested persons may appear and be heard.
If you intend to contest the docket or request a continuance you must 
notify the Board and the Petitioner's attorney of your intention in 
writing not later than 5:00 p.m. Tuesday, December 9, 2025. Failure to 
so notify the Board and the Petitioner's attorney shall be a waiver of 
your right to contest or request continuance.
You are advised the Board may adopt orders concerning a Petition, which 
may differ from the relief, requested by the Petitioner and Board will
