Notice is hereby given that sealed bids will be received for the project named below by the Franklin County School District until 2:00 P.M. on Thursday, 26 October 2023, and then publicly opened and read aloud. Electronic bids may be submitted through the website www.dalebaileyplans.com. Electronic bids are not required by the Franklin County School District but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders.

A Pre-Bid Conference will be held on Thursday, 19 October 2023 at 10:00 AM at the office of the Franklin County School District located at 41 First Street, Meadville, MS 39653.
Proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: “FRANKLIN COUNTY OUTDOOR LEARNING CENTER” PROJECT NUMBER 23058 to be opened on 26 October 2023.” and addressed to Dr. Selma Wells, Superintendent of Education, Franklin County School District, 41 First Street, Meadville, Mississippi 39653. In addition, the envelope shall list the bidder’s Company Name, Company Address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted entirely at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect.
Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.
Bid proposals must be received on or before the scheduled time for opening of bids and no bid may be withdrawn after the declared closing time for the receipt of bids for a period of ninety (90) days.
All bids submitted in excess of $50,000 by a prime or Subcontractor to do any erection, building, construction, repair, maintenance, or related work must comply with the Mississippi Contractors Act of 1985, by securing a Certificate of Responsibility from the State Board of Contractors.
The Owner reserves the right to waive any irregularities, the right to reject any or all bids and the option to postpone action and final decision for a period of up to ninety (90) days.

WHEREAS, on November 26, 2012, Jerry J. Pernell, husband, and wife and
Miranda Pernell, husband and wife executed a deed of trust for the
benefit of Mortgage Electronic Registration Systems, Inc., as
beneficiary, as nominee for United Wholesale Mortgage, its successors
and assigns, which deed of trust was recorded on December 30, 2012, as

Request for Proposals for Engineering Services
Legal Notice
The Town of Meadville intends to employ a consulting engineering firm to
provide engineering services contract for an American Rescue Plan Act
(ARPA): Mississippi Municipality and County Water Infrastructure Grant
Program Act (MCWI). The project will utilize ARPA funding and consists
of water infrastructure improvements in Franklin County, Mississippi.
The Consultants scope of service includes but is not limited to, grant
application / administration, planning, surveying, development of
construction plans / specifications, preparation of easements /
right-of-way maps and deeds for purchase, environmental related
services, bidding phase services, construction engineering, ad
inspection services in accordance with federal, state, and local laws,
regulations, and policies.
Upon selection, negotiation, and execution of contract, the Town of
Meadville anticipates the duration of the contract to be approximately
two (2) years. We anticipate executing the contract within approximately
sixty (60) days.
Consulting engineering firms (CONSULTANT) interested in providing these
services may so indicate by furnishing the Town of Meadville one (1)
original and three (3) copies plus a digital version of their Proposals
which should consist of the following:
* A cover letter specifying the name and complete description of the
project, the name of the project manager, and the location and address
of the office to be assigned the majority of the work;
* A resume for each principal member, the project manager, and
employee(s) of the firm anticipated to be assigned the project. Also,
provide an organizational chart and list each person's experience and
qualifications, including proof that the Project Manager is licensed as
a Mississippi Professional Engineer and that the firm has met state
licensure and certification requirements;
* A description of similar work completed during the past five (5)
years which qualifies the consultant for this work; the consultant's
cost and consultant's schedule completion and actual completion of
this work;
* Provide any information to indicate that the team has necessary
resources, including available staff, to complete the project within the
timeframe above. The Consultants should indicate any other active and
planned projects that any individuals, as listed on the organizational
chart (including any subconsultant(s)), are currently working to
complete. The consultant should indicate how they plan to balance
workloads to commit the staff and resources to successfully complete the
project on-time.
The Town of Meadville will evaluate the Proposal based on the following
factors listed in their relative order of importance:
* The experience in performing the type of work outlined herein;
* Qualifications of the principals and professionals to be assigned;
* The consultant's experience in working with projects involving
public funding;
* The extent of in-house capabilities of the firm; and
* The Consultant's size and capability of available staff to perform
this work in accordance with an expedited progress schedule, considering
the firms current and planned workload.
The Town of Meadville reserves the right to select one (1) consultant or
select a short list of consultants from whom more information will be
required.
The Town of Meadville reserves the right to reject any and all
Proposals, discontinue Contract execution, and / or request additional
information with any party at any time prior to final Contact execution.
To be considered, all replies must be received by the Town of Meadville

to 75 Main Street, Meadville, Mississippi 39653, on or before 5:00 p.m.
Tuesday, October 31st, 2023. The Proposal should be submitted and marked

ORDINANCE SETTING SPEED LIMITS FOR YAP ROAD SE AND PORTIONS OF GLOSTER
ROAD
BE IT ORDAINED by the Board of Supervisors of Franklin County,
Mississippi as follows:
SECTION 1. That due to the replacement of the Homochitto River Bridge on
U. S. Highway 98 in Franklin County, Mississippi and the closure of a
portion of said U. S. Highway 98 for an extended period of time, and in
accordance with Miss. Code Ann. Section 63-3-511 (1972 & Supp), the
speed limits for Yap Road SE and those portions of Gloster Road as set
forth herein, are hereby set as follows and these speed limits shall be
posted according to law and custom:
All of Yap Road SE: 45 miles per hour.
All that part and portion of Gloster Road beginning at the intersection
of Yap Road SE and Gloster Road and running thence in a generally
Northerly direction to the point where Wilkinson Lane SE intersects with
Gloster Road: 45 miles per hour.
All that part and portion of Gloster Road beginning at the point where
Wilkinson Lane SE intersects with Gloster Road and running thence in a
generally Northerly direction to the point where Mildred Davis Road SE
intersects with Gloster Road: 35 miles per hour.
All that part and portion of Gloster Road beginning at the point where
Mildred Davis Road SE intersects with Gloster Road and running thence in
a generally Northerly direction to the point where Gloster Road

misdemeanor and upon conviction any person violating said speed limits
shall be subject to a fine in an amount and/or imprisonment for a term
as set forth in accordance with Miss. Code Ann. Section 63-9-11 (1972 &
Supp) and other relevant statutes.
SECTION 3. That this Ordinance shall be in full force and effect
commencing upon the date of the closure of the Homochitto River Bridge
on U. S. Highway 98 in Franklin County, Mississippi, and shall continue
in full force and effect until further order of this Board.
SECTION 4. That a copy of this Ordinance be published one time in The
Franklin Advocate, a newspaper within Franklin County, Mississippi,
having a general circulation in Franklin County, Mississippi.
THEREUPON, the said Ordinance was declared to be adopted by the
President of the Board of Supervisors of Franklin County, Mississippi,
to be approved and was adopted by the Board of Directors of Franklin
County, Mississippi.
